If she is better than 7th in CM races or better than 10th in Team Trials, she will get a regular speed boost. If, instead, she is 7th to 9th in CM races or 10th to 12th in Team Trials, then the speed boost will be stronger.

Is Admire Vega (Starry Nocturne) Worth It?
Pull if You Like Her
Admire Vega (Starry Nocturne) is an End Closer for Medium races. Although her Unique Skill, Shooting Star of Dioskouroi, can give her a strong velocity boost, its stronger version requires her to be positioned around the very back in the final straight (7th to 9th in CM races, 10th to 12th in Team Trials), which can prove disadvantageous in Medium races.
Additionally, her Innate, Potential, and Career skills are not anything special. While she has access Serenity (upgraded version of Levelheaded), it is outshined by other Gold Recovery skills such as Swinging Maestro.
As such, only pull for Admire Vega (Starry Nocturne) if you like her as a character. Otherwise, you can safely save for future banners.

Train in the Unity Cup Scenario
When training Admire Vega (Starry Nocturne), use the brand new Unity Cup scenario to take advantage of the new Spirit Burst mechanic. This not only lets you gain more stats than normal, but can also provide useful Skill Hints.
Run Her as an End Closer
Because Admire Vega (Starry Nocturne) has access to numerous End Closer skills, as well as an A aptitude for the running style, it is best to run her as an End Closer, since this allows you to utilize her skills, as well as improve her aptitude to S using sparks.
She Can Also Run as a Late Surger
You can also train Admire Vega (Starry Nocturne) to be a Late Surger, as her B Aptitude for the running style can be improved to A using sparks.
She will, however, need to get Late Surger skills from her support cards, as most of the skills she has access to are for End Closers.
Improve her Medium Aptitude
Most of Admire Vega's career races are Medium length, with the sole Long race only requiring her participation. As such, improving her Medium aptitude is a must. This not only improves her performance during her career, but also during Team Trials.
Improving Her Long Aptitude is an Option
Admire Vega (Starry Nocturne) can also be built to run Long races as her C Aptitude for the length can easily be improved to A using sparks. This allows her to fully utilize her skills and running style, as End Closers shine in Long races. To get her Long Aptitude to A, you will need at least 4 Long sparks.

Since Admire Vega (Starry Nocturne) will be part of your Medium Team in Team Trials as an End Closer, we recommend getting the stats above so she has enough Stamina for the race length, as well as enough Power to get to the front of the pack later in the race. Getting at least one Gold Recovery Skill can help her have enough stamina for her races.
If you plan to train her for Long races, try to get even more Stamina. Additionally, try to get at least 500 Stamina before the Kikuka Sho in Classic Year, Late October, to increase your chances of winning the race.
If you are only planning to clear a career run with Admire Vega, then you can aim for lower stat numbers, as the stats above are for Team Trials.

Recommended Support Cards
Unity Cup Build
For Support Cards, we recommend using a Speed and Power deck consisting of 3 Speed, 2 Power, and 1 Pal card. This will help Admire Vega (Starry Nocturne) get the stats she needs, as well as the Power to overtake her opponents. Alternatively, you can also use a Speed and Wit deck consisting of 2 Speed, 3 Wit, and 1 Pal card. This helps you train more often while also providing Wit to help activate her Skills.
Rice Shower (Happiness Just around the Bend) in particular is a good Support Card to have in the Speed-Power setup as it can provide Swinging Maestro, which is more reliable than Levelheaded and its upgraded version Serenity.
If you do not have Riko Kashimoto (Planned Perfection), you can instead use a fully uncapped Riko Kashimoto (Tracen Academy).
Budget Build
This deck is for players who are starting out and are still trying to get a feel of the game's mechanics and intricacies. This deck can help you get the needed stats to clear the career, while also providing important skills.
Take advantage of the game's borrowing feature to borrow a powerful MLB SSR, like Kitasan Black. Additionally, if you do not have an MLB copy of Riko Kashimoto (Tracen Academy), it would be better to use another SR Stamina card instead.

As for running style and length sparks, go for End Closer and Medium sparks to help Admire Vega (Starry Nocturne) perform better in Medium Team Trials. Alternatively, if you want to use her for Long races, you can get 4 Long sparks to get it to A.

As an End Closer, Admire Vega (Starry Nocturne) needs late-race skills that will help her overtake her enemies and get to the front with ease. Good late-race skills include No Stopping Me!, as well as the Unique Skill Let's Pump Some Iron! (although this can be a gamble). If you are using Admire Vega (Starry Nocturne) for Long races, getting Straightaway Spurt is a must for late-race acceleration.
Other than late-race skills, mid-race velocity skills can also help her out. This includes corner skills like Professor of Curvature and Medium and End Closers, as well as positional skills like Uma Stan, Slipstream, and It's On!. As for recovery skills, getting a reliable Gold skill like Swinging Maestro is enough.
If you cannot get the recommended skills, you can replace them with similar skills that you have access to. You will just need to make sure that Admire Vega (Starry Nocturne) can activate said skills in a race.
