Fuji Kiseki (Shooting Star Revue) is a Pace Chaser specialized for Mile-distance races. If needed, she can also easily serve for the Sprint and Medium distances.
She's viable for Mile TTs, but in the competitive environment such as CMs, she is likely to still be outclassed other 3-star characters such as Oguri Cap (Starlight Beat) or Taiki Shuttle (Wild Frontier), especially since her unique skill can still be rare to proc.
Should you manage to obtain Fuji Kiseki (Shooting Star Revue), she will be an alright addition to your roster and can be made to run Mile CMs with ease. If aiming to get her in a rate-up banner, best to pull her in consideration that you like her character.

Fuji Kiseki should primarily run as a Pace Chaser for Mile races due to her existing A aptitudes to both, along with most of her kit being fitted for Mile. If you are aiming in building her for Medium races past career, at least she has Race Planner to help with stamina management.
While it is possible to increase her aptitude for Front Runner and Late Surger to A, it is better to just focus on getting her Pace Chaser aptitude to S instead, along with her Distance and Track aptitudes.
If you plan to build Fuji Kiseki (Shooting Star Revue) further beyond her Career completion, you will want to focus on maximizing both her Speed and Power for Mile distance races. You will not need to build too much Stamina for her, since the Long races of her goal list are merely for participatory purposes rather than requirements.
Since Fuji Kiseki (Shooting Star Revue) has a B in both Sprint and Medium aptitudes, she can serve in those distances should you choose to maximize her race choices and chances of winning them. Some Medium races, particularly the Japan Cup, give a lot of fans, so there is an incentive to build her for that distance in that case.
Fuji Kiseki's career lets you choose what path she'll take. It's generally easier to complete the Mile Tour due to her existing aptitudes already, unless you want to do the challenge of the Triple Crown tour.
Note that that going for the Triple Crown means having to participate in the Kikuka Sho, a Long race. You'll want to prepare sparks for that when you proceed with that route.

If Fuji Kiseki (Shooting Star Revue) will be serving as a Mile Pace Chaser beyond her Career, it is best to prioritize maximizing her Speed, Power, and Wit while providing her with enough Stamina.
It is important to note that if you cannot reach the stats recommended above, you can instead aim for a similar stat distribution. You can then compensate for the missing stats using skills. Additionally, if you are only planning on clearing a career run with Fuji Kiseki (Shooting Star Revue), then you can aim for lower stat numbers, as the stats above are a baseline for Team Trials.
For building Fuji Kiseki as a Mile Pace Chaser, we recommend a 3 Speed, 3 Wit deck. Alternatively, a 3 Speed, 2 Power, 1 Pal deck should also be fine if you want to try your chance on maximizing Power. Not only do these cards help Fuji Kiseki level her needed Stats (especially with Rainbow/Friendship Training).
This deck is for players who are starting out and are still trying to get a feel of the game's mechanics and intricacies. This deck can help you get the needed stats to clear the career, while also providing important skills.
Take advantage of the game's borrowing feature to borrow a powerful MLB SSR, like Kitasan Black. Additionally, if you do not have an MLB copy of Riko Kashimoto (Tracen Academy), it would be better to use another SR Power card instead.
If you do not have the cards from the recommended deck, you can replace them with a similar stat card that provides skills that Fuji Kiseki (Shooting Star Revue) needs.
These stats are enough to clear the URA Finale easily, as it provides enough Speed, Stamina, and Power for all of Fuji Kiseki's career races, especially when partnered with the correct skills. As for the deck, you can either run a 4 Speed, 2 Power deck, or a 3 Speed, 2 Power, 1 Pal deck, with Tazuna Hayakawa as the preferred Pal card.

For Legacy Sparks, we recommend trying to find Stamina and Power sparks to help with Fuji Kiseki (Shooting Star Revue)'s races. For pink sparks, prioritize maximizing your chances of getting Mile sparks first, then Turf sparks, and lastly Pace Chaser sparks.
You can use either your own Veterans, or borrow the ones from your friends. If you do not have Veterans with full sparks, you can go with whatever you have access to.
For Fuji Kiseki as a Mile Pace Chaser, the compatible ◎/◯ style and distance skills are good in general, with the rest of the skills being useful in general in TT. For strong competitive picks, No Stopping Me!, Professor of Curvature, Tail Held High, and Speed Star are recommended.
For inherits, a good minimum in general (and for TT) is Red Shift/LP1211-M and Triumphant Pulse. But you can reconsider switching out some of them for other skills like Shooting for Victory! or Shadow Break depending on the track in CM.
If you cannot get the recommended skills, you can replace them with similar skills that you have access to. You will just need to make sure that Oguri Cap can activate said skills in a race.

There are two times during Fuji Kiseki's career where your choices dictate what race she will participate in. Selecting the top option in Act 1: Smile, will set the race goal to the Japanese Derby and the Kikuka Sho, while the bottom option will set them to the NHK Mile and Mile Championship.
It is generally recommended to go for the Mile route as it is easier to complete. However, you can choose to take the Triple Crown route for the challenge.
