    He will appear as a non-rank match (friendly match) after you completed his chapter, he will even tell you via an email. Neither need to finish the game nor re-doing the championship. He is not really "secret", just optional.

    You don’t need to reclaim your champion title to fight him. I was able to fight him being at the absolute bottom rank in Glitz Pit. I got his email after beating Bonetail, but I don’t know if that’s the cause.

    I got a message after chapter 5 that he would be waiting for me to fight. You do not need to complete the game to fight against him. Also just defeated him :)
