You can find the Up Arrow at Hooktail Castle after Chapter 5 in Paper Mario: The Thousand-Year Door (TTYD). Read on to learn how to find it, and what to use it for!
The Up Arrow can be found in a hidden room inside Hooktail Castle. To enter this room, you will need to destroy a cracked wall using Admiral Bobbery who joins you after Chapter 5.
During the Elusive Badge request, Ms. Mowz will ask you to retrieve a badge in Hooktail Castle. This request will become available after completing Chapter 4, but it is recommended to do this after Chapter 5 so you can do this quest and get the Up Arrow in the castle at the same time.

1 | After clearing Chapter 5, talk to Merlon outside his house. |

2 | Enter Hooktail Castle from Petal Meadows. |
3 | Head right after entering Hooktail Castle. |
4 | Destroy the cracked wall at the dead end room with Admiral Bobbery. |
5 | Enter the room and find Up Arrow in the treasure chest. |
You will only be able to upgrade your party once until a certain point in the game.
Bring Merlon the Up Arrow after Chapter 5 to upgrade your party members a second time.
How to Get Second Partner Upgrade (Lv. 2)
The Up Arrow serves no other purpose than being an item to be given to Merlon. This means you should give it to Merlon as soon as you get it to immediately unlock Ultra Rank for your party.
