You can find Podley at the Podley's Place bar in Rogueport's central plaza.

You can find the bar inside the building with the bed icon at the plaza next to a save block, located to the right of the gallows.

Podley is the one running Podley's Place, a bar and inn found in Rogueport.

Podley is the tending the bar at the first floor of the building, where other NPCs can be seen mingling.

Keeps Old Letter for Bobbery

During Chapter 5, Flavio and his crew will request Mario to find Admiral Bobbery before setting sail to Keelhaul Key. Once you do find Bobbery, he will initially not be convinced to join the voyage.

You will then learn from Professor Frankly that there might be a way to convince him if you talk to Podley in his bar. Podley will then give you an old letter, which is actually from Bobbery's late wife. This will motivate the admiral to join Mario and Flavio.

Shares a Past with Eve from Twilight Town

Podley is implied to have been in a relationship with Eve, an NPC in Twilight Town in the past. Their story is the focus of the Tell that Person request from the Trouble Center

During the quest, Eve tasks Mario to ask Podley if the bartender remembers her. Podley will then tell Mario that he doesn't remember her, but it will be obvious that he does.
