SS Tier Special Moves are the most recommended ones to use in battles because they can be very versatile and can produce tremendous amounts of damage that can easily defeat any enemy you encounter.
S Tier Special Moves, like the SS Tier, can also produce high amounts of damage against any enemy, but they have a couple of restrictions.
A Tier Special Moves are the least recommended moves to use in battle because they can deal no damage to any enemy, but they can restore your party's HP and FP.

These special moves deal high amounts of damage that can be used in any battle against any enemy you can encounter for a low SP requirement. Power Lift and Showstopper are great examples of this.
Showstopper can be used to defeat multiple enemies with a single blow, while Power Lift can increase your party's attack and defense at the same time.

These special moves can provide high damage against any enemy and can be used to easily defeat all of them, but they have some restrictions.
Art Attack and Supernova can deal tremendous damage to multiple enemies, but both have a high SP requirement to use. As for the Earth Tremor, it's a great move overall, but it does not deal a lot of damage.

These special moves deal no damage to any targets but can restore your HP and FP. Sweet Treat and Sweet Feast are good examples of this and can be good substitutes for badges like Happy Flower and Happy Heart.
Clock Out would be an exception because it does not restore some of your stats but rather immobilizes all your enemies for a short time and can also be a substitute for Stop Watch.
These special moves provide high amounts of damage against every enemy, have a low SP requirement to use, and can be used in any battle.
