Newsletter... Quest Objectives
1	Pick up the Routing Slip from Mayor Dour's house in Twilight Town.
2	Deliver the Routing Slip to the Puni Elder at the Great Tree in Boggly Woods.
3	Deliver the Routing Slip to Mayor Kroop in Petalburg.
4	Give back the Routing Slip to Mayor Dour.

Deliver the Silver Club Newsletter Routing Slip to Each Leader

This is a fairly simple quest where you are asked to deliver the Routing Slip for the Silver Club newsletter to each of the elderly leaders in the game—the Puni Elder, Mayor Kroop, and Mayor Dour.

Start by picking up this Routing Slip from Mayor Dour in Twilight Town. His house in the second one you'll see, to the right of the town's warp pipe. Then, go to the Great Tree in Boggly Woods, and talk to the Puni Elder. She'll then ask you to deliver the Routing Slip to Mayor Kroop in his pink house in Petalburg. Finally, go back to Mayor Dour in Twilight Town to give back the Routing Slip and get your reward.

Complete Chapter 7

Newsletter... from Mayor Dour will appear at the Trouble Center once you complete Chapter 7. To activate this request, select it from the bulletin board at the Trouble Center.

Accept From Trouble Center on the East Side of Rogueport

The quest must first be accepted from the Trouble Center bulletin board before you can do any of the steps to complete it.

To get to the Trouble Center, you must first get through Gus, the guard blocking the east side of Rogueport. You can either pay him coins every time you need to pass or defeat him in combat. Once Koops joins your party, defeating him becomes much easier.
