Toad Bros. Bazaar is the item shop located at the central plaza of Rogueport. Once you step on Zess T.'s contact lens outside the shop, this is where you can order a replacement.
The Contact Lens item will only appear the following chapter after it is ordered or after sleeping at an inn if ordered after Chapter 2. The Super Luigi book series will only start to appear in Chapter 4, and a new book will be added to the shop every chapter afterwards.

Charlieton is a merchant that can be found in front of Toad Bros. Bazaar in Rogueport Plaza after Chapter 1. His items are randomized, changing every time you come back to Rogueport. However, he does have a fixed pool of items that he can sell.

You can trade in your pianta tokens at the Pianta Parlor for items and badges. Some items and badges are locked behind different cards, which can be obtained by completing certain Trouble Center quests.
Only Cake Mix, Super Shroom, the Refund badge, and the Super Appeal badge are available from the start without any card.

Professor Frankly is one of the most important residents of Rogueport that will help you out with your quest to collect all of the Crystal Stars. He lives near the east side of Rogueport beside Merlon's place.
You can also search Professor Frankly's trash can for records of all non-repeatable enemies that you weren't able to register in your Tattle Log.
If you give Merlon three Shine Sprites, he can upgrade any of your partners, giving them more HP, Attack power, and a new move. Partners can be upgraded up to two times each, with the second upgrade only available after Chapter 5.
You can find Merlon in the house with a Shine Sprite icon over the door, right next door to Professor Frankly.
The Trouble Center is a place where you can accept side quests from various NPCs throughout each of the areas you've visited. After going through Gus, the guard in front of Professor Frankly's house, you'll be able to access the east side of Rogueport where the Trouble Center is located.

The Battle Master for Rogueport can be found right next to the pipe leading to the sewers. He'll introduce himself in that same spot during the Prologue.
After completing Chapter 1, Luigi will start appearing in Rogueport. If you talk to him, you'll learn all about his own adventures while you were off searching for Crystal Stars. Luigi will change locations and have a brand new story to tell after every chapter.
His first location is in front of Merlon's house after you finish Chapter 1.
Grifty is a minstrel that can be found on the roof at east Rogueport after you've obtained Yoshi in Chapter 3. For 5 coins per story, he can tell you more about the legend of the Thousand-Year Door and the original heroes who banished the demon within. More stories can be unlocked after each chapter.
Admiral Bobbery lives in the house next to the Trouble Center. He keeps his front door locked, but you can pay him a visit by rolling into his chimney once you get the Tube Mode ability.

Zess T. is a Toad that lives beside the item shop at Rogueport Plaza. Once you unavoidably step on her contact lens, she will forever hold it against Mario. However, replacing her broken contact lens allows her to cook for you as well as open up the west side of Rogueport.
Visit her at her house, and give her an ingredient to get a cooked item. After you complete Zess T.'s trouble quest, Seeking Legendary Book!, she unlocks the ability to combine two ingredients into one food item.
Lumpy is a green Ratooey that can be found at the docks. You can give him 100 coins up to 3 times to serve as an investment for his campaign to look for oil.
Lumpy will leave Rogueport after Chapter 4 to start his business endeavor. Once he comes back after Chapter 6, Lumpy will give Mario at least three times the amount invested. After claiming your money, you can talk to Lumpy to read about his adventures.
The Rogueport inn is a two-storey building with a cola bar, Podley's Place, at the ground floor and the inn beds on the second floor. The second floor also has a door leading to a second-floor walkway where the Lovely Howz of Badges is located.
After Chapter 2, Luigi can be found at the plaza with Blooey the Blooper, his first party member in his adventures. Once you finish Chapter 5, Luigi can be found at the docks with Hayzee.
After Chapters 4, 7, and 8 he can be found at the inn. After Chapter 4, Luigi will be at the first floor with Torque. After both Chapters 7 and 8, he'll be at the second floor.
After finishing Chapter 5, you'll return to Rogueport on The Black Skull. This ship will then be moored here and is available for you to use for travel to Keelhaul Key.
Prior to Chapter 5, the ship that may be found in the harbor belongs to Flavio.

The Pianta Parlor is a place where you can play minigames, practice Mario's paper abilities, and purchase items using the pianta tokens that you earn. The Pianta Parlor and the rest of west Rogueport are only accessible after replacing Zess T.'s contact lens.
At the Happy Lucky Lottery, you can buy a lottery ticket for a chance to win a prize. Numbers are drawn at midnight, and you can check if your lottery ticket has any winning numbers by looking at the Happy Lucky Lottery board.
You can use the same lottery ticket until you win the jackpot prize. If you don't win for the day, you'll be given a consolation prize.
A blimp operated by Cheep Cheep can be found in the northern section of west Rogueport. Mario can board the Cheep Blimp to get to Glitzville starting from Chapter 3, after obtaining a Blimp Ticket from Don Pianta.
The Excess Express is an exclusive train that connects Rogueport to Poshley Heights, with a stopover at Riverside Station. This train can be found in the same area as the Cheep Blimp.
Mario is able to board the Excess Express starting from Chapter 6 after obtaining an Excess Express Ticket.
After Chapter 3, you can find Luigi and Jerry, the red Bob-omb, on the right side of west Rogueport. You can learn about Luigi's adventure in a wedding dress while getting a Compass Piece from Plumpbelly Village if you talk to him.
You can also find him in west Rogueport after Chapter 6. He'll be just outside the Excess Express station along with a new party member of his, Screamy.
