1 | Talk to Zess T. in her house at Rogueport Plaza beside the item shop. |
2 | Roll into a hidden room north of the entrance inside Creepy Steeple. |
3 | Get the Cookbook from the chest on the right. |
4 | Go back to Rogueport, and give the Cookbook to Zess T. |
The Cookbook key item can actually be obtained beforehand when you first go through Creepy Steeple. Check your key items first before rushing off to Creepy Steeple for this quest in case you've unknowingly picked it up already. If you have it, simply hand it over to Zess T.
If you don't have the Cookbook in your inventory, take the warp pipe to Twilight Town, then the warp pipe to Creepy Steeple.
At the entrance hall of Creepy Steeple, you should see a small, rectangular hole at the bottom of the wall. You can roll through this hole using Mario's Tube Mode ability.
This hidden room contains all sorts of goodies including a Star Piece, the Ice Smash badge, a Shine Sprite, the quiz Boo, and, of course, the Cookbook in the right chest. Once you get this Cookbook, give it to Zess T. for your rewards.

Seeking Legendary Book! from Zess T. will appear at the Trouble Center once you complete Chapter 4. To activate this request, select it from the bulletin board at the Trouble Center.
The quest must first be accepted from the Trouble Center bulletin board before you can do any of the steps to complete it.
To get to the Trouble Center, you must first get through Gus, the guard blocking the east side of Rogueport. You can either pay him coins every time you need to pass or defeat him in combat. Once Koops joins your party, defeating him becomes much easier.
Completing the Seeking Legendary Book! quest allows Zess T. to combine two ingredients when cooking. This unlocks a plethora of new recipes that you could try out, many of which are stronger and more valuable than single ingredient dishes.
