How to Level Up Fast and Level Cap
Merlee's house can be found at Rogueport Sewers, located in the background of the area.
To get there, you need to head down the warp pipe in front of Professor Frankly's house. Once down, you need to go to your right until you see a warp pipe that is behind a fence.
Then, you can use Paper Mode to slide through the fence, then go down the warp pipe that will lead you to the background. Finally, you just need to go over to Merlee's house on the left.
You will be able to go to Merlee as early as Chapter 1 and after you obtain the Paper Mode ability.
