The watering hole from X's email to Mario is actually the Fresh Juice Bar in Glitzville, located to the right of the Glitz Pit.
The term watering hole refers to a place where drinks are sold, which is exactly what the Fresh Juice Bar is for.

The watering hole is mentioned in one of X's emails to Mario during Chapter 3.
The unnamed person asks Mario to go to the Fresh Juice Bar building, but the place is not explicitly mentioned, which may confuse some players.
Chapter 3: Of Glitz and Glory Walkthrough
Once you enter the Fresh Juice Bar, you won't be meeting anyone out of the ordinary, as the aforementioned X has already left.
If you talk to Podler, the green NPC, he will say that X left you a present, which is the Super Hammer upgrade for Mario's weapon.
This allows him to use the hammer to destroy big yellow blocks in the overworld, use the move during fights, and also increase the damage of all hammer moves.
