Sound Badges change in-game sound effects of attacks which can affect how you enjoy the game. They do not have any effect on gameplay, other than changes to attack sound effects.
Outfit Badges, on the other hand, lets you change Mario's outfit. This only changes Mario's appearance and does not affect his stats in any way.
Cosmetic Badges cost 0 BP to equip, so you can freely wear them any time. These also do not change any of Mario's stats, and only affect audio and visual elements of the game.
