You can upgrade your party members to Ultra Rank after bringing the Up Arrow to Merlon in Paper Mario: The Thousand-Year Door (TTYD). Read on to learn where to get the Up Arrow and where to find Merlon!

Bring Merlon the Up Arrow, which you can find after Chapter 5 at Hooktail Castle to upgrade your party members a second time. Upgrading them will bring them from Super Rank to Ultra Rank.
Because it costs 3 coins to upgrade a partner, it would take 6 coins to upgrade them twice.
1 | After clearing Chapter 5, talk to Merlon outside his house in Rogueport. His house is located next to Professor Frankly's house. |

2 | Enter Hooktail Castle from Petal Meadows. |
3 | Head right after entering Hooktail Castle. |
4 | Destroy the cracked wall at the dead end room with Admiral Bobbery. |
5 | Enter the room and find Up Arrow in the treasure chest. |
You can upgrade a party member with Merlon at the cost of three Shine Sprites.
Leveling a partner up will require three Shine Sprites. Leveling them up twice would require six Shine Sprites each for them to reach their maximum level, going from Super Rank to Ultra Rank.
Ultra Rank partners have more HP, powered up moves, and they will have their fourth and final move unlocked.
Upgrading your partners to Ultra Rank unlocks their abilities. Collect Shine Sprites to raise all of them to Ultra Rank!
