Talk to Chet Rippo in Rogueport Sewers

Paper Mario Thousand Year Door - Chet Rippo Location

You can adjust Mario's HP, FP, or BP stats from Chet Rippo in Rogueport Sewers. To get there, you need to reach Chapter 5, where Admiral Bobbery will join your team, as you need his field ability to reach Chet Rippo's house.

Once you have Bobbery with you, head down the pipe in front of Professor Frankly's house in Rogueport.

Once in the sewers, walk towards the crack in the wall and use Bobbery's ability to blow himself up. Head inside the pipe, and it will send you to the background of the area. Enter the house, and you will locate Chet Rippo!

Costs 39 Coins For Each Adjustment

Paper Mario TTYD - Stats

If you leveled up your HP during the early game and think that you need more offensive firepower, you can sacrifice some HP and allocate it to either Flower Points or Badge Points.

This will let you use more moves that use FP or equip more badges, which can greatly improve Mario's offense. You can also alleviate your low HP pool by equipping the HP Plus badge whenever you need more health for an upcoming fight.

Notably, the Danger Mario build utilizes this strategy to keep Mario at critical health, where the effects of his equipped badges activate, making him some sort of glass cannon.
