Flurrie is the best partner of them all because of her Gale Force move that can instantly defeat one or multiple enemies all at once, when done correctly.
She can also use her Lip Lock move to heal herself while damaging the enemy. To use this move, you need to upgrade her once, and which is also a good idea to do right after getting her as this also increases her already high HP.
Flurrie will join your party and become one of your partners during Chapter 2, after you return her necklace.

Yoshi's attacks are mostly multiple hit moves which are useful to quickly defeat a single target, like Ground Pound and Mini-Egg. These are further improved when you have a Power Plus P badge equipped.
Yoshi can also use Gulp, an attack that ignores the defense stat of targets. You can use these against a variety of enemies that other partners won't be able to easily damage.
Yoshi will join your party and become one of your partners during Chapter 3, after he hatches from his egg.

Goombella's Rally Wink is her best move, as she enabled Mario to move twice in a single turn. This is useful later on in the game when Mario has already equipped several badges that improve his offense.
Her Tattle move registers enemies in your Tattle Log, which you need to complete if you want to get the new Gold Medal badge, or simply to learn the stats of enemies that you are facing.
Goombella as your first partner is useful on the early stages of the game but lags behind as you get more party members. You need to upgrade her if you plan to keep using her as she has low HP and can easily get knocked out.
Goombella will join your party and become one of your partners during the Prologue, after you rescue her from a couple of X-Nauts.

Vivian's Shade Fist is a single target attack that can hit a target on the ground, in the air, and on the ceiling, which makes Vivian a flexible partner to use.
Upon upgrading her once, she can use Fiery Jinx which damages all enemies on the field.
Vivian is great to use on normal battles, but falls of during boss battles due to her attacks not dealing high damage compared to other partners' moves or even Mario's own moves.
Vivian will join your party and become one of your partners during Chapter 4.

Bobbery's explosive attacks can deal high damage against enemies even those with high defense, specifically Bob-ombast which he learns after upgrading him twice.
These moves come at a cost, in that they all use a lot of FP and can burn through your reserves if you keep spamming these attacks.
Bobbery will join your party and become one of your partners during Chapter 5, after you give him a Chuckola Cola.

Koops can use moves that are great against grounded enemies that use up only a few FP.
He will not be useful against targets that do not touch the ground, however, as he has no moves that can reach enemies in the air or on the ceiling. When this happens, you should immediately swap him out with another party member.
Koops will join your party and become one of your partners during Chapter 1, after you return to Petalburg from Shhwok Fortress.

Ms. Mowz is an optional party member that you can recruit after completing the Elusive Badge trouble.
Ms. Mowz plays more of a support character compared to your other partners, and is not great to use when you want to deal damage. She is the only party member that can heal Mario with one of her moves, which is Smooch, but this uses up a lot of FP.
Ms. Mowz will join your party and become one of your partners after completing Chapter 4 and the Elusive Badge! Trouble quest.

Yoshi and Koops are considered to have the best partner abilities because of Yoshi's ability to help explore faster and jump over gaps, while Koops' ability is that he can deal First Strike to enemies even from far away.
Bobbery's ability can also deal First Strike to enemies, but there can be a small delay because you need to throw him first, which makes it unreliable. Flurrie's ability to blow away objects is not instant as well.
Vivian's ability to hide in the shadows when you get detected by enemies is good overall, but you can't move around while using her ability, so the enemies can spot you again if they see you.
For Goombella's and Ms. Mowz's abilities, they are considered to be in the lowest tier because their abilities only help in exploration and not in battles.

I have never seen a TTYD tier list that puts Flurries as the best until now and idk what else to say about that

Terrible ranking. Goombella is pretty much undisputedly the best, followed by Yoshi.
