Head to East Rogueport

First, go to Professor Frankly's house on the eastern side of Rogueport. Make your way east to the area where the Trouble Center is located.

If Gus is still blocking the area, you can easily beat him with Koops and your hammer attacks at this point in the game.

Ride Yoshi and Cross the Gap

Go in front of the Trouble Center building and make Yoshi your active partner. Press X to ride on top of Yoshi and use his flutter jump ability to cross the gap in front of the bridge.

You will not cross the bridge itself as the path you need to take will be blocked by fences. You need to cross the space in front of it, where a blue bandit is waiting on the other side.

Yoshi Partner Overview

Climb Up the Boxes

Paper Mario TTYD Switch Remake - Climb Up the Boxes

Next, jump up the boxes leading towards the top of the building. Yoshi cannot jump himself when Mario is on top of him, so you need to get down from your partner.

Do note that you can find a Star Piece here if you use Spin Jump's ground pound to flip over a panel.

Ride Yoshi Again to Cross the Roof

Ride on top of Yoshi once more and flutter jump across the gap to reach the roof of the Trouble Center building.

Use Tube Mode to Fall Down the Chimney

Paper Mario TTYD Switch Remake - Admiral Bobbery

Once you're at the top of the Trouble Center building, head left to the house with a chimney. Use Mario's Tube Mode ability to roll down the chimney that leads to Bobbery's house.

Bobbery will not join Flavio's ship the first time you meet him, as you still need to convince him to go. You will get help with this if you speak with Professor Frankly and to Podley, who are running the bar below Rogueport's inn.
