These characters, aside from Heff T. and the train employees, are only on the train in Chapter 6.
You can speak to the conductor about the mysterious note found in Mario's cabin, triggering the start of the series of mysteries on the Excess Express.
When you speak to him later at night after completing Bub's request, he will tell you that there is an extra passenger onboard the train due to the number of blankets he handed out.
The conductor can be found in Car Four in front of the door that leads to the baggage car.
Pennington can be found in cabin 006, and you can always ask him about the next clue or step of the mystery that is happening around the train.
Talking to Pennington on the second day of the train voyage in cabin 006 will trigger the last part of the mystery. He can be seen talking with the businessman in his cabin.
The mysteriously empty cabin 004 actually holds a stowaway in the form of Ghost T. Use Vivian's ability to draw her out.
Ghost T. will request that you retrieve her Ragged Diary from the baggage car of the train. Upon obtaining the diary, you have the option to read it from your inventory. However, if you insist on reading it, Ghost T. will stop you and cause a Game Over.
