Get Horsetail from a Candy Pop

One particular Candy Pop in Petal Meadows produces Horsetail when hit 10 times. This Candy Pop is located at the very end of the second screen of Petal Meadows, right next to the tall warp pipe.

If you go to the next screen and come back, the Horsetail will respawn. This is the only known place where you can get Horsetail.

Near the warp pipe entrance to Petal Meadows is a cluster of suspicious-looking rock formations with a large castle in the background. This castle is Hooktail Castle where you can find the first Crystal Star.

The main town of the Petal Meadows region is Petalburg. This place contains a shop, an inn, and several colorful NPCs.

The rightmost part of the Petal Meadows region is Shhwonk Fortress, which contains a lot of high-defense enemies as well as a Thwomp with a penchant for gameshows.
