Scavenger functions similarly to its old iterations in previous COD titles. Kill an enemy player and they'll drop a small pack that you can walk over to get an ammo resupply. This is very useful for aggressive players that use guns with small ammo reserves (like SMGs).
The Scavenger perk is unlocked when you reach Level 26. You can earn XP to level up by playing matches in Multiplayer mode. The XP gained scales with your performance during the match.
