Echo's Thunderous Halberd has a Shatter value of 11 that is really not bad for an SR character. This ability should come in handy for new players going against shielded enemies especially since its a surety that everyone obtains Echo early on in the game.
Echo's overall performance is not bad and fairly decent, but her Attack Performance is nowhere near the higher ranked characters. She is good for early game progression but not for using over other SR or SSR's.

Although an SR weapon, Thunderous Halberd has a very high shatter rate that makes it a great companion weapon for weapons with low shatter but high charge. This makes it a great pair with Dual EM Stars, which you'll switch to when building charge for the halberd's discharge skills.
Zero's Negating Cube provides healing and damage mitigation. While it doesn't provide as strong burst healing, it provides valuable shielding and debuff removal with its skill and discharge attacks respectively.
Echo 6 Star: At 6 Star Advancement, Thunderous Halberd has increased shatter rate and an attack buff, longer stun with its dodge attacks, and a longer range discharge skill that has increased damage.
Samir 3 Star: Upgrading Samir's Dual EM Stars to 1 Star grants an additional critical and damage increase. At 3 Stars, increase crit rate and electrical explosion duration.
Zero 1 Star: Negating Cube at 1 Star Advancement is enough to provide you extra healing and sustain by just attacking enemies.

Going double volt elements on your weapons is great for PvP since fully charged attacks inflicts paralysis for 1 second on top of applying a 6 second electrify debuff that negates your opponents buffs.
Both Thunderous Halberd and Venus have strong charged attacks that can easily apply the electrify debuff. Zero's Negating Cube is a great supplementary weapon since its fully charged attacks apply the flame debuff that will reduce their healing efficacy.
