Simulacra are AI renderings of the weapons you get in the game; they are basically skins attached to your weapons. Only SR and SSR weapons have a Simulacrum attached to them.
Once you unlock a Simulacrum from a weapon, you can use them as a skin for your main character.
For 99% of cases where it is relevant, the Simulacrum you are controlling has no effect, and all combat effects are determined by either the equipped Weapon or your overall stats, which are also not tied to the Simulacrum.
However, Simulacra do have unique passives known as Traits which are unlocked through Awakening, achieved by giving them Gifts; for this reason and this reason alone, Simulacra are not just skins. However, the effects of these are relatively minor and most players should have no problem choosing the Simulacrum they control simply by preference.
Head to the menu and click on Simulacra. Then, just choose the character you want to appear as and click Activate.
To turn it off, click on the same button. It will read as Remove Mimcrystate.
When you pull the same SSR Weapon three times, you can unlock a different outfit by upgrading the weapon to 3 stars via the Advancement tab. Note that only SSR Simulacra have alternative outfits.
The most consistent way to unlock Simulacra is by pulling on the various Banners (known as Special Orders) via the Gacha system. When you get a new weapon, you also get the Simulacrum attached to it!
These Banners require Red, Gold, or Black Nuclei and have different pull rates for getting characters.

The game gives you weapons to help you progress through the story. Not all weapons will be ranked SR or SSR, but those that do will come with their own Simulacrum.

I have two corrections, Traits that are obtained via gifting Simulacra can put active even while you are not using that simulacrum so basically the mimcrystate option is just a skin. You have to pull a SSR 4 times to obtain the Alternate skin, 4 times because you need it once (0 stars) then 3 more to reach 3 stars.
