The Leveling System for your character in Tower of Fantasy is called the Wanderer Level. You increase your level when you gain EXP by accomplishing different achievements in the game.
Raising your Wanderer Level also raises your overall stats that contribute to your CS. Increasing your Wanderer Level also unlocks more features in the game that you can use to raise your CS.

Suppressors are items you need to upgrade before you can explore other areas in Tower of Fantasy. It will be given at the start and you can collect the required materials to upgrade it as you progress through the game.
Powering up your Suppressors will also boost your stats, increasing your CS even more.
If you have obtained an SSR character from the gacha banner, equipping their weapon boosts your CS by a large amount. This also applies to affixing SSR matrices in a weapon.
All SSR weapons outrank SR weapons in terms of CS, even after fully upgrading the latter at 6 stars.
For comparison, Venus has 2005 CS at base level which outscores all of the SR weapons available even after advancing their level at 6 stars.
All Banners for Characters, Weapons, and Matrices
Upgrading and Augmenting your weapons is essential for raising your character's weapon stats and adds to your CS as well. This also grants your weapons special buffs and increases their ATK damage.
On the other hand, Weapon Advancement is not directly linked to raising CS, but it does unlock special skills that enhance combat experience.
Advancement Guide: How to Level Up Weapons
Developing and affixing Matrices to your weapons give you an advantage in battle as their effects can range from getting cooldowns and gaining shields, to dealing extra damage, which in turn raises your CS.
Players can equip up to 4 Matrices at a time. Each attachment will make the Matrix effect much stronger, and attaching multiple numbers of the same Matrix can give set bonuses.
Armors are equipment that specifically increase your character's overall stats and CS depending on their type and level. Enhancing them also make you more efficient in combat.
Players can hide their CS so their friends and other players won't be able to see it. See the following steps below to keep CS private.

Your weapon comparison for the star advancement is wrong. Nemesis is level 90 and Bai Ling level 70. If Nemesis was also only level 70 it would have less CS.
