You can find this scenic spot east of the Miner's Camp Spacerift on one of the mining levels overlooking the camp. You can get to this spot easily while doing the quest First Visit to the Mines.

Southwest of Crown Omnium Tower

You can find this scenic point on a rocky ledge slightly southwest of the Crown Omnium Tower. You can get there easily by teleporting to the tower and gliding down east to the spot overlooking the Parliament and Area 4.

On a Cliff in Seaforth Dock

You can find this scenic point on a cliff in Seaforth Dock and exactly west of The Lumina. The spot is on a large rocky outcropping jutting out from the mountainside and overlooking The Lumina.

Teleport to The Lumina Spacerift and head west to the Small Stronghold on Seaforth Dock and use your Jetpack relic to scale the cliff side to get to the spot.
