2613 was originally a Chinese-exclusive vehicle. After Tower of Fantasy hit over 4 million pre-downloads, they included this as part of the rewards.

As of now, anyone who has the game downloaded will receive this vehicle.
How to Pre-Register and Rewards

Play Through the Prologue

Players will not be able to access certain menu screens like vehicles and rewards. Once the main story quest Ecological Station Intruders is finished, players will be able to access the rewards screen.
