You can buy this item from Charlieton when descending the Pit of 100 Trials in Rogueport Sewers.

Its price will get more expensive at every tenth floor you reach, so try only to buy the item when you really need to.

You can get this item from item blocks in the overworld.

Location: Riverside Station Found in the area with Poison Pokeys, right above the block.
Location: Keelhaul Key Found in the second scene on the west end of town, at the upper part of the screen.
Location: Poshley Sanctum Found at the southwest corner of Poshley Sanctum. Use Spring Jump to get Thunder Rage.
