Octopath Traveler 0 does not include a traditional New Game Plus mode. After clearing the game, your character levels, equipment, and progress are not carried over into a new playthrough.
Instead of restarting, the game returns you to the final dungeon in the Bestower of All Ch.8: At Journey's End, allowing you to continue playing from just before the final boss fight.
After defeating the final boss, you'll have a choice to create a cleared save file. To keep playing without starting a new game, simply load this file.

After defeating the final boss, you can continue playing using your clear data save. This lets you revisit the final areas, complete any unfinished quests, and explore all three endings, which are the Bad, Normal, and True endings.
Using this save, you can experience every story outcome without starting a new file.
Endings Guide: How to Get the True Ending

The Amatsukami no Orochi superboss becomes available after completing the requirements for the True Ending. You can access this optional encounter in a special area of the final dungeon.
This fight is among the most challenging in the game, so it’s recommended to have your best equipment, optimized skills, and a well-prepared party composition before attempting it.
Amatsukami no Orochi Weaknesses and Boss Guide

With your clear data save, you can go back and complete any remaining quests, collect missed items, and finish optional content.
This is the best way to wrap up everything in the game and aim for 100% completion, including any trophies or achievements like Platinum.
