Rescue Him in Snowshard Grotto

Head deeper into Snowshard Grotto, defeat the enemies on the path, and reach the area where Phenn is. Fight the remaining enemies alongside him.

Phenn Joins After You Talk to Him in Wishvale

After the battle, Phenn agrees to help restore Wishvale. Fast travel to Wishvale and talk to Phenn to add him to your party.
