You can build and level up characters at the Training Ground in Octopath Traveler 0 (Octopath 0). Read on to learn what to do in the Training Ground, and how to unlock it.
How to Use The Training Ground

Gain Skill Masteries
The Training Ground lets you gain skill masteries of your party members' Battle Skills. You can only start mastering skills once you have unlocked all Battle Skills for a party member. This allows for skill customization, and lets you teach party members the skills of other characters.
Aside from this, allies in training will also receive JP and EXP at the end of every battle even if they aren't a part of your party.
Action Skills Guide
Learn Ultimate Techniques
At Level II, you can unlock Ultimate Techniques for other party members for 2000 JP. Previously, only the protagonist was able to use Ultimate Techniques.
You can upgrade the Training Ground using radiant cornerstones which are dropped by elite enemies.

Level Up Benched Characters
At Level III, the Training Grounds will allow more characters to receive EXP and JP at the end of every battle even if they aren't a part of your party. This lets them to catch up easily to your party's level, allowing you to easily bring them to higher level places.

How to Unlock Training Ground
Invite Ludo to Wishvale in Rekindling the Flames Chapter 3
You will need to recruit Ludo into your party during Chapter 3 of Rekindling the Flames. You can find him at Sunshade after reaching Town Level 4.
He will help you in setting up a shop for Wishvale. Once the shop is complete, the Training Grounds will become available for construction.

How to Build Training Ground
Build Using Metal, Stone and Healing Grape Bunch
You will need Metal, Stone, and Healing Grape Bunch to construct the Training Grounds. Metal and Stone can be easily collected around as you travel, but to get the Healing Grape Bunch, you will need to purchase it from a shop in Shepherd's Rock. You can also potentially get it from treasure chests.
