To recruit Sazantos, start the Finale: The Three Rings Sealed Away quest and head to Wishvale Trail. A cutscene will play out and you will be asked a question about sealing the three rings before he joins your party temporarily.

Permanently Joins During the True Ending

Unlike Elrica, Sazantos can be re-added and permanently recruited to the party during the True Ending. To do this, you will need to revisit and defeat the boss at the Flamebearer's Shrine before you enter the light and pass the point of no return at the Altar of Heavenly Peals.

The former Flameguard who was in charge of protecting the rings. After coming into contact with Ceraphina's darkness, lost memories came flooding back to him, anhd he seized the rings, hoping to use their power to create a world without desire. Looking back on those events now, though, it seems as though he was bewitched by something.
