Take Out Remone First
Remone is the easier target to take down but also the more dangerous one, so it is best to focus on him first rather than splitting your damage among the two. Prioritize removing his Shield Points using Daggers and Axes before turning to Mandarino.

Both bosses are weak to Daggers and Staves. Use Dagger damage Battle Skills like Double Throw or Triple Throw from Celsus or Heidne to steadily reduce their Shield Points, and use on Stave attacks to break either boss when their SP is low.

Subterranean Arena During The Have-Not Quest
In Chapter 1 of Bestower of Wealth questline, The Have-Not, you encounter Remone and Mandarino in the Subterranean Arena deep in the Woodlands Region, where a battle begins immediately as you approach them. This is during the "Search for Leopaldi" objective of the quest.
