Jarn Fotr can be found in the area Heart of the Mountain during the quest Inside the Mountain. He appears once you've pushed the counterweight holding the claw that can carry the cart to the top of the mountain free from the platform.

Depending on how far you are from him when he spawns, Jarn Fotr will be the one to open the fight.
Jarn will stomp his feet to send an ice wave to you. Evade this.
A standard Troll attack, where Jarn will swing his Stone Pillar at you before slamming it down to the ground. Evade and counterattack when he does this, as his recovery time from this attack is pretty slow.
He will stalk towards you before slamming his Stone Pillar to the ground. Simply evade this, and if you can, evade behind him for some easy strikes.
Not a very difficult fight, but things do get complicated once Draugr start to show up. Its best to take care of them first before focusing on Jarn once more.
