The Lookout Tower is one of the regions surrounding the Lake of Nine and is found west of the Vanaheim Tower. You can achieve 100% region summary completion as early as the first water drop but you can only explore most of it after the second.

The artifact is found on a corpse right next to the Nornir chest. Hit the board above the chest to lower the spikes then grab the artifact from the soldier. This artifact is part of the Abandon Ship set.

Odin's Raven #1

From the area where you can find the region's only artifact and Nornir chest, look up and you'll find the raven flying in circles. Time your axe throw right and you can strike it from your current position.

Lookout Tower Nornir Chest Locations

Nornir Chest #1

The Nornir chest in the region is available as early as the first water drop. Three rune bells must be ringing simultaneously to break the chest's seal and obtain the Idunn Apple inside.

1	Throw your axe at the board above the chest twice to lower the spikes around the bells.
2	While the spikes are lowered, hit the three rune bells in quick succession to break the seals on the chest.
