Head to The Mason's Channel and dock on the shore near the leftmost oarsman.

Climb the nearby wall and make your way to the top.
|
| 4 |
Climb the small ledge and open the door.
|
| 5 |
Head down the path and lower the chain.
|
| 6 |
Place all eight helms on the seats to complete the favor.
Interacting with the Realm Tear that appears starts the God vs. Queen favor. |
