To unlock Matters of the Heart, you need to talk to Uptight Man. You can find Uptight Man at EverSpring.

Help the Man Choose the Perfect Gift
Interact with the Uptight Man and he will ask you to buy a present for him. Once you agreed, you need to go to the establishment next to the warehouse from the Not-So-Haunted Warehouse — Yum! quest.
The vendor will present you three options. You have to choose any of the items except for the Skylilies because the Uptight Man's lover is allergic to flowers.
