Talk to Diligent Worker

To unlock Road Maintenance, you need to talk to Diligent Worker. You can find Diligent Worker at Eastern District.

Remove the Hanging Icicles
When you talk to the Diligent Worker, he will ask for help in clearing the hanging icicles from under the bridge. You can use your ranged weapon to remove the icicles.
Speak with the Fitter
After you remove the hanging icicles, return to the Diligent Worker and that will conclude the quest.
