Talk to Distressed Worker

To unlock Working at Heights, you need to talk to Distressed Worker. You can find Distressed Worker at Eastern District.

Check the Rooftop Pipes
Talk to the Distressed Worker and he will ask you to checking the remaining pipes. There are 3 locations that you need to check to know the conditions of the pipes.

 Jump to the building in front of the Distressed Worker. |
 Pipe 2 |
 Transfer to the building in front. |
 Pipe 3 |
 Make your way to the building on the right, with the tank. |
Report to the Fitter
After checking the pipes, go back to the Distressed worker and tell him your findings. After this interaction, the quest will be completed.
