Accept the commission via the Schedule first thing in the morning. The Commission will only appear if Ellen's trust level with you is about to rank up to Trusted.

Head over to Richard Teamilk at Lumina Square and meet Ellen. Spend time with Ellen and finish the commission after a few dialogue options.
