To get the Conquering Luan Crescent Blade ultimate weapon, you need to defeat Guan Yu before he returns to Xiapi Castle in the Assault on Xiapi Main Battle while playing in Ultimate Warrior difficulty.

Weapon Traits
・Boosts Musou Attack strength by 20%.
・Boosts Battle Art strength by 10%.
・Boosts Musou Gauge by 10%.
・Boosts Bravery gained by 10%.
・Boosts damage to Wushu when attacking officers by 10%.
・Obtain a small amount of Bravery upon defeating an officer.

Apart from their high Attack stat, all Ultimate weapons have innate traits that further boost their damage output and give significant buffs while using them.
