Raise the Ji Province's Peace Level

You obtain Birch by raising the Peace Level of the Ji Province to Level 1, then interacting with the nearest Ji Province Waymark to claim your rewards.

You can raise a province's peace level by doing missions, skirmishes, and requests in a specific province.
