Zhang Fei is unlocked as a playable Companion in Chapter 2, during the main quest Battle of Sishui Gate. He can be selected as a Companion in the Battle Preparation screen before the mission starts.

Bonds are cutscenes wherein you engage in conversation and form a closer relationship with your Companions.
You can earn more Bond scenes by increasing your Bond Level. You can then increase your Bond Level by completing Training missions, conversing with them, and completing Request missions for them.
