The best Battle Art that does not require a specific weapon is the [Sp.] Palm Strike, as it's an incredibly cheap and fast utility Art that quickly shuts down enemy Special Attacks.
The most guaranteed way of getting Arts is by unlocking them in the Skill Trees via spending Skill Points, so be sure to check the Skill Trees often to see what is available.

The Palm Strike costs 1 Bravery gauge and doesn't do a lot of damage, but its true purpose is to interrupt enemy Specials. Hitting an enemy with a glowing ring indicator will stagger them and open them up to attacks.
Due to it's cheap cost and quick animation, the Palm Strike can be used reactively to prevent a powerful attack and gain a window for your own damage to come through.

Dispersion Arrow is a decent damage Battle Art that can be charged for more arrows. The Art can slot well into loadouts for weapons that feel they are lacking in ranged options or damage-dealing options.

Aerial Retribution is a defensive Battle Art that causes the user to jump into the air when attacked, negating the attack's damage and giving you some breathing room.
It's excellent as a reaction to damage you can't evade or block, as the air time will put the player out of harm's way for a brief moment.

Whirlwind Kick is a Battle Art that provides a little bit of everything, from damage, to mobility, to defensive utility from its invincibility. While not particularly strong, its versatility makes it a nice tool to have around.
