The quest can be unlocked once Anton is about to level up his trust to Close.

Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Anton Trust Event and Best Answers
The Commission appears when Anton is about to rank up his Trust Level to Close with the Proxy.
The Commission will appear in the schedule and can be selected.
Accept the commission via the Schedule first thing in the morning. The Commission will only appear if Anton's trust level with you is about to rank up to Close.
Head over to Brant Street and meet with Anton. He will be located standing at the Construction Site.
Anton will ask you to get him a bottle of water. Head up the ramp on the left and inspect the crates of water bottles nearby.
Return to Anton and give the water bottle to him. After a few more conversations, the commission will be completed.
There are no dialogue options for this commission. Successfully completing Old Dreams will automatically raise Trust Level.
Completing Old Dreams commission will upgrade Anton's trust level to from Friendly to Close.
