The Outer Islands are the second region of the Artificial Island added in Version Update 1.5. Read on to learn more on how to unlock the islands, get the Institute Key Card, and more!

Unlocking the Artificial Islands are done through a secret quest that players will not be notified of once they begin. This secret quest will also not appear on the Missions Tab, meaning it will be up to the players to remember the location and the details of what to do next.
To start the Secret Quest, there are three Broken Domes scattered across the outskirts of the Artificial Island, far into the sea. Players will have to use their Jetboard Relic in order to reach these islands.

Upon reaching one of these Broken Domes, players will notice that the surrounding will become shrouded with a fog, fading all the details outside of the area. It will get even harder to look around at night, making it better to search out these places during the daylight.
The only way to get rid of the fog is to activate a Fog-Repellent Lamp, located in boat in the center of the Broken Dome. There are three of them, and all three have to be turned on to fully get rid of it.
Take note, however, that they cannot be activated as they are missing a Firefly to turn on.
Fireflies can be found in the smaller boats surrounding the main boat in the middle. Collect them all, and give them the Fog-Repellent Lamps to turn them on.
Once all three Fog-Repellant Lamps are alight, the fog will immediately disappear, and the player can claim a Black Nucleus as a reward.
After clearing the fog from all three Broken Domes, the next step is to Teleport to the Spacerift nearest the Deserted Water Treatment Plant, and travel Southwest under the valley until a massive dome can be seen from afar, overlooked by a small tent and the Transmission Device in front of it.

Go inside the tent, and fix the Control Panel. To do this, players need to have a Tool Set in their inventory.

With the Control Panel fixed, the Transmission Device can be accessed. All players need now is an Institute Key Card. This item has a low drop rate, and can only be obtained by defeating unique Aberrant Monsters which randomly spawns across different locations in the Artificial Island.
Take note that the Aberrant monsters have low spawn rates of their own, so be warned that hunting them down will take players a longer time than usual while traveling to different points around the region.

One thing to note is that save for challenge portals and a few exceptions, these islands do not have any monsters. Players can go around these Outer Islands at their own leisure.
The first Outer Island accessed after using the Transmission Device is the North Gemini Island. As this is the first island, there is nothing much of note, so players can simply proceed to the secound Outer Island if they so wish.
Accessing the Teleporter within the area sends you to the South Gemini Island.
The South Gemini Island is the second Outer Island that can be accessed.
To progress, head up to the center island and climb to the top. Be careful, however, as the route upwards is surrounded by thorny branches. Touching the thorns knocks back the player and forces them to fall from climbing position. Try using the Jetpack to jump over the branches instead of climbing up instead.
At the top of of the island, a shipping container with equipment inside can be found. Go inside, and get the Permission Card: Tyrone inside. Then make your way back to the North Gemini Island, and access the Transmission Device there. A Gold Nucleus can be found in the side upon returning, so do not forget to claim it.
Use the Permission Card obtained in the South Gemini Island on the Transmission Device, and it will transport the player to Sea Horizon Stand.
The Sea Horizon Stand is the third Outer Island to be unlocked.
Go to the top of the center island and head towards the center structure to obtain Permission Card: Morris.
Be cautious, however, as the top of the island is inhabited by Ceparats, a small enemy that burrows to the ground if the player gets closer. Once they burrow, they become invunerable to damage.
The fourth Outer Island is called Listen to Earwyn. This can only be accessed by activating the Transmission Device loacted at the Island of Pins, using the Permission Card: Morris that was obtained in Sea Horizon Stand.
Once on the island, head Northeast towards a water tower. Permission Card: Damien can be found at the top. Then, head west frfom the water tower to see a broken Transmission Device.
Use the three Rapid Repair Devices that were collected when the fireflies were collected at the start of the secret quest. Once it's repaired, use the Permission Card obtained earlier to head to the final Outer Island, Diurnal Islet.
The final Outer Island is called Diurnal Islet.
Head up the island, and defeat the two Elite monsters guarding the Transmission Device--they will count on island exploration. There are also two Red Nuclei for players to claim as well.
