You can obtain Feeling Fine from the Crane Game at X-Naut Fortress. You can also get Feeling Fine P here, as well as a Star Piece.

1 | Spring Jump up from the second room on the right side of B2F. |

3 | Flutter Jump with Yoshi to get the red gear. |
4 | Enter the leftmost room, set the gears, and press the red buttons in the following order: left, right, center. |
If you were not able to get the badge during Chapter 7, you can return to the Moon and the fortress by using the teleporter in Rogueport Sewers.
This badge protects Mario from status conditions such as poisoning and dizziness. Use this badge if you are wary of status conditions.
