You can find a Charge P Badge in the storage room inside the Glitz Pit. You need Madame Flurrie's breath field skill to get this badge.

How to Use Charge P Badge

Increases the Damage of Your Partner's Next Attack

This badge will allow your partner to charge, which takes one turn, but increases the damage of Mario's next attack by 2 for 1 FP. Every additional Charge P Badge worn will double the FP cost and will increase the charge power by 1.
