If you still need help on it, the girl has to appear again to give her the coins for the first item that requires gear coins. I had a hard time getting her to appear twice on Old Capital Metro but Construction Ruins she came up quite often. The higher the level is better for this one because each row gets a chance to spawn her.
Same bug, I can't even give her a coin, she disappears, it's annoying.
I don't know if she's bugged but if you encounter the weird student in the hidden region autoreset as she doesn't give you anything even if you fulfill her Gold coin requirement
