For Queen's skill rotation, first build up some Tenacity stacks using Sanctioned Drift and support from her allies. After building enough stacks for Crash Out, activate it and use Thermonuclear Fury two times to quickly burst down enemies.
The Awareness 1 variant automatically gives you Crash Out on Queen's first turn order. With that, you can quickly bursting down enemies with Thermonuclear Fury and then use Sanctioned Drift after Crash Out expires.

Stack Tenacity
When using skills to attack an enemy, Queen gains Tenacity stacks. She gains more Tenacity stacks if the enemies have multiple elemental ailments.
When Queen gains 5 Tenacity stacks, she enters Crash Out mode, which increases both her Attack and Defense. While in Crash Out mode, her 2nd skill, Nuclear Fury, changes to Thermonuclear Fury, which deals more damage.
Inflict Elemental Ailments
Queen can use Sanctioned Drift to inflict up to 5 elemental ailments on her enemies. Since she deals more damage to enemies with elemental ailments, you will want to use this skill often.
Inflicting elemental ailments will also make it easier for her to activate Crash Out mode and increase her damage further.
Aside from Sanctioned Drift, Queen can also use her Highligh to inflict up to 2 random elemental ailments to the target. However, her Highlight cannot inflict any elemental ailment to enemies with already 2 elemental ailments.
Use Thermonuclear Fury to Eliminate Foes
Thermonuclear Fury, the enhanced 3rd skill of Queen, is one of the strongest single-target attacks in the game. You can use this skill to defeat strong enemies, like bosses.
Even the default state of the skill, Nuclear Fury, is also useful to Queen since it can grant 2 Tenacity stacks and make it easier for her to enter Crash Out state.

You will want to level up Nuclear Fury first since it is her strongest skill. Afterwards, focus on increasing the Thief Tactics to augment her Highlight.
You can leave President's Prowess last since Queen is a damage-dealer and you will rarely use her as a healer, especially if you have better healers like Mona and Marian.

Since Queen's damage depends on the number of elemental ailments that her enemies have, she needs a support that can increase her ailment accuracy, like Okyann.
Queen also had good compatibility with Vino since she can inflict multiple elemental ailments. Vino can also provide defense debuffs that can help Queen assert her rule over the battlefield.

If you want to further increase Queen's damage, you can also partner her with Chord. The skills of Chord buff the attacks of Queen, while also allowing the use of an extra Highlight.
To increase the team's survivability, Wonder should bring a healer Persona.

Should You Pull For Makoto Niijima
For Nuclear Teams
Even if you have strong Assassin characters like Skull or Bui, you will still want to pull for Queen. She is currently the only good Nuclear DPS in the game.
However, if you want to effectively use her, you will also need to pull for Vino, who also has a rate-up in Queen's gacha banner. You will also want to get her 5-Star Weapon, Nuclear Finisher, since it increases her Nuclear Damage and makes her Crash Out state stronger.
In the end, pull for the characters that you want, and you will enjoy playing.
