Use Seals to Create New Persona
Persona Fusion allows you to create a new Persona by combining two Seals. There are powerful Personas that can only be obtained through Fusion.
These powerful Persona can be vital in developing Wonder's battle capability.
Persona Tier List: Best Personas for Wonder
There are Multiple Ways to Fuse a Persona
When you can create a Persona, there will be an exclamation mark to indicate its availability. Some Persona can have more than one way to create it, which can usually be found if the material window has more than one number tab.
Unlocking Better Persona Fusion
Better Persona can be unlocked by leveling up Wonder. This opens more possibilities to create better synergy with your team. There are also Persona that you can only unlock through raising your Synergy Rank with Merope.
Remember that you can not create a Persona past your current protagonist level.

Inherit Skills from Fused Persona
When you fuse two Persona there is a chance for the new Persona to inherit the skills of the Persona you used as material. Keep this in mind when making Fusions to maximize the results of your Fusion.

Do the Persona Challenge in Realm of Repression
You can obtain specific seals by defeating Persona in the Realm of Repression, which would allow you to get multiple copies of that Persona in one battle.

Exchange Repression Medals for Seals
You can exchange the Medals that you earned in the Realm of Repression for seals in the Challenge Rewards Exchange. Note that the cost of a seal depends on its rarity, meaning you will need more Medals on higher rarity seals.
Pull from Character Banners
Pulling from Character Banners can also get you copies of Personas. Drop rates will be based on the banner rates. Duplicate copies of Persona are automatically converted into Seals.

Take Advantage of Attributes in Battle
Take advantage of the battle system by exploiting enemy weaknesses. Hitting enemy weakness will trigger a bonus attack, so make sure to have Personas that can cover for this.

Leanan Sidhe specializes in debuffs, with AOE attacks and defense debuffs on single targets. She's a highly versatile character regardless of what attribute you're fighting against.
You can get her for free if you complete Lufel's Business Plan 1 - Step 2, and can further improve her stats by creating copies through the fusion system to enhance her abilities.

Eligor can be made through Fusion, which makes it easier to enhance him since you can make copies as long as you have the needed Seals.

How to Unlock Fusion
Reach the Velvet Room to Unlock
Persona Fusion is unlocked after you reach the Velvet Room during the early parts of Traces of Dreams main mission. You can also do Persona Training and collect Schema Points from the Persona Compendium there.
