Leon is one of the best among the 4-star characters thanks to his Passive stack, Power of Friendship. The lower his allies’ HP gets, the stronger the buffs he gives out. He can also grant out a shield, a damage buff, and a Crit damage buff on top of doing respectable Nuclear damage.

Leo Kamiyama shows up in the Metaverse as Leon in the Metaverse. They do not have powers to wield a Persona, but they still assist Wonder and his team as they descend down Mementos.

Leon buffs the attacks of his allies by granting them Power of Friendship stacks. He can grant Power of Friendship by using his Highlight and Justice Barrier.
Allies can also receive Power of Friendship stacks when their HP drops below 75%. Players can use Justice Barrier to reduce the HP of Leon's allies.
Use Ultima Booster
Leon can also use Ultima Booster to increase the attack of an ally. The strength of the attack buff depends on the number of Power of Friendship stacks possessed by the ally.
Shield Allies
Leon protects an ally by using Justice Barrier, which grants a shield.
It is recommended to use the Justice Barrier on your main damage dealer since the skill also grants a Power of Friendship stack, which buffs the attack of the character.

Since Leon is a buffer, upgrade Ultima Booster first to increase the attack buff that the skill grants to his allies. Afterwards, set your sights on improving Justice Barrier to improve his shield.
If you want to increase his Highlight's attack buff, make sure that Leon's attack stat is at an optimal strength. Only the attack buff cap increases along with the level of Thief Tactics.
Level up Atomic Smash last since you will rarely use Leon to attack enemies.

Leon can fit with any team since he provides strong attack buffs and a shield. However, some characters, like Skull, can only draw out their full potential when paired with Leon.
If you have Riddle, make sure to include her in the team since she provides a party-wide attack buff. While Leon will rarely deal damage, he still benefits from Riddle's buffs since his skill scale along with his attack.
Since you already have an attack buffer, pick Puppet over Okyann as your Navigator. While Leon can provide a shield, it is only for 1 character and will leave your party vulnerable against multi-target attacks.
Depending on your playstyle, Wonder can have a DPS Persona or a Support one. If you don't have Puppet, it is also a good choice to bring a tank or a healer.

If you don't have many characters yet, the flexibility of Wonder can help you defeat many enemies. Leon and Moko provides strong buffs that allows Wonder to get rid of enemies as long as he brings the proper Persona.
Aside from being the healer, Cattle can also act as a buffer using his Highlight and by granting Starfire stacks. Once you unlock Forest Sage, Cattle can grant Starfire stacks to 3 characters with Owl Fire.
