Mio Natsukawa Skill Explanation
Start With Sub-Zero Torrent For 1 Extinguish Stack
Always start the fight with Sub-Zero Torrent so that Matoi can gain 1 more stack of extinguish, inflict defense reduction, increase technical precision of your allies and convert burn to Scald so that your party can inflict more fire or ice damage.
Do take note that you only need at least 1 burn inflicted to an enemy and this skill will convert that burn to Scald even on enemies with no burn. At Awareness 6, Matoi will instantly cast this skill on her turn as long as there is at least one enemy with the Burn elemental ailment.
Use Extinguishing Guidance Every 2nd Turn
Always follow-up with Extinguishing Guidance after you use Sub-Zero Torrent so that you can spend those extingushing stacks and inflict defense down on the enemies. She can also inflict Cold Flames to the enemies as long as she triggers an Iceburn which requires hitting a burning enemy with an Ice skill.
Once she has 4 or more stacks of extinguish she will evolve her skill to Requiem Guidance to deal more damage, inflict more defense down on the enemies and increase the effect of Cold Flames but this can only be done every 4th turn at Awareness 0. However, at Awareness 1, she can unleash Requiem Guidance every 2nd turn due to the extra stack of extinguish she gains from it.
Activate Highlight For More Debuff and Technicals
You can also use her Highlight to deal even more damage and inflict the enemies with increase damage taken debuff. This skill also has a chance to inflict the enemies with Icebound which skips their turn once and while in Icebound state, Matoi will increase the damage of allies to it.
Avoid Using Freezing Prison
Freezing Prison is Matoi's skill dedicated for single-target enemies but this skill does not have any debuff capabilities and can only deal higher damage to one enemy and a chance to inflict Icebound. It is best that you do not use this skill in your rotation.

Her skill rotation only revolves around her Skill 1, Sub-Zero Torrent, and Skill 3, Extinguishing Guidance, and you want both of those skills equally leveled up to max so that she can inflict the most amount of defense down to the enemies and provide the party the highest technical precision buffs.
Next priority should be her Thief Tactics, leveled up to the max, which can be useful if you are ready to setup for a turn to deal high damage or inflict the enemies with Icebound. Last priority is Freezing Prison and can easily be leveled up to 8 only as this is her least used skill that does not help the party in this build.

Matoi's best revelation card set are Futility, to increase her ailment accuracy and attack stat, and Faith, for a damage increase of allies against enemies with elemental ailments.
As for her main stats and sub stats, the Star slot must always be ailment accuracy to easily reach her requirement of at least 170% ailment accuracy at level 10 skills which further increase at mindscape 5 or up to level 13 skills. The rest of the stats can be anything except speed because you do not want her to be slower than the main DPS and faster than Wonder.

The best mindscape node to prioritize on Matoi is her Ailment Accuracy so that it will lessen the burden of you optimizing her revelation cards to reach the right amount of it so that she can unleash the full potential of her abilities.
The next priority is enhancing both the primary and extra skills because the two most important skills of her, Sub-Zero Torrent and Extinguishing Guidance, are in separate nodes. Level them up accordingly and equally.

Matoi is fully functional at Awareness 0 but she can enhance her buffing and debuffing potential when she is at Awareness 1 which inflicts more damage taken debuff due to her getting 1 more stack of Extinguish, a 30% critical damage to the party after using Sub-Zero Torrent and can always upgrade Extinguishing Guidance to Requiem Guidance every 2nd turn.
If you want to double her buffing and debuffing output then getting her at Awareness 6 is great. You will also have the ability to use her full combo of Sub-Zero Torrent plus Extinguishing Guidance in one turn making her damage potential increase too.

Matoi's goal in this team is to inflict freeze, give enemies defense down and enhance the effectiveness of technicals through Scald after converting it from Burn and Cold Flames after activating Iceburn. All of this effects can stack to each other especially to characters that utilize technicals from the fire element.
- Matoi: She will provide the team more technical precision which enhances the two technicals that are important for this team, Iceburn and Fireburn.
- Panther: She is the main DPS of this team and her only goal is to follow her skill rotation to deal AoE fire damage while activating fire technicals.
- Chord: She will help Panther activate her Highlight often in the right time to deal more fire damage while providing more attack buffs to her. She can also inflict Shock which is another source of technicals that can increase the damage of the party.
- Phoebe: She will provide more fire damage to the party and can keep up with the 2 turn pattern.
Wonder will start with Throne with the Ex Machina dagger to provide more fire damage to the party. He starts with Throne then switches to Dionysus to provide more crit rate and crit damage buffs on the first turn then to go back to Throne on the second turn to use Purifying Flames to increase the attack of the party and inflict 1 Burn to a random enemy.

Only if You Want to Strengthen Your Fire Team
Matoi's specialty is that she can inflict debuffs to the enemies as long as she can activate her technicals while her main DPS does as well. There are only a handful of characters that can utilize this mechanic, with the fire element being the most prominent, such as Panther or Key.
Only pull for her if you aim to strengthen the damage potential of your fire team. Her versatility outside of the fire element is not great as a Saboteur compared to Howler or Rin.
